How this works everywhere

10 minUpdated 2026-08-02

This lesson does not tell you what your state requires. It teaches you to find out — which is more useful, because it works in a county we have never covered and it still works after the rule changes.

It names no state deliberately. The next lesson handles your area from verified data. This one is the method.

In the United States, alcohol is regulated primarily by the states rather than federally, and each state has a body that licenses the businesses selling it. The names vary: alcoholic beverage control board, liquor authority, liquor control commission, alcohol and tobacco division, or a unit inside a revenue or public safety department. The federal research system that tracks alcohol policy across the country organizes this topic state by state for exactly that reason.

That body — not your employer, not a course provider, not a blog — is the authority for your question. Everything else is a description of what it said, written by someone with an interest.
